Business Overdrafts in Melbourne: What Changes in Victoria

A Victorian overdraft is the same product as anywhere else in Australia. What changes is who registers your property security, who helps when the bank moves, and where free help sits.

Quick Answer

A business overdraft works the same way in Victoria, but Victorian property security is registered with Land Use Victoria, the Victorian Small Business Commission may help with some disputes, and free financial counselling is available through a national helpline. The lenders, the pricing logic and the review cycle are national. If your facility is secured by a registered mortgage, the Victorian part is the title, and if the facility comes under pressure, the Victorian part is knowing which service to call first. For the product itself, start with our business line of credit page.

Also called: business overdraft Victoria, commercial overdraft Melbourne. Same product as elsewhere; the Victorian differences are registration, state services and support programs.

Is a business overdraft different in Victoria?

A business overdraft is not a different product in Victoria: the same major banks and non-bank lenders offer it, it attaches to your business transaction account in the same way, and it is priced and reviewed on the same national credit policy. A Melbourne café, a Geelong electrician and a Bendigo wholesaler are assessed against the same rule book as a business in Brisbane or Perth.

What changes is the paperwork around the edges. If the overdraft is secured by Victorian land, the mortgage is registered on the Victorian title. If you repay or refinance, the discharge goes through the same Victorian registry. And if the facility comes under pressure, there is a Victorian layer of help sitting on top of the national one. Those three things are what this insight covers.

For how an overdraft works day to day, how limits are set and whether it suits you at all, read our business overdraft guide. If you trade across the border as well, our Queensland business overdraft insight covers the same ground for that state.

How is property security for an overdraft registered in Victoria?

Property security for a Victorian overdraft is a mortgage registered on the Victorian title with Land Use Victoria, the state body that keeps the land register. Until it is registered on the Victorian title, the lender's interest in the property does not have the priority it is relying on, so lenders usually will not make the full limit available until the mortgage is lodged for registration.

In practice you never visit a registry office. The lender's solicitor or settlement agent prepares the mortgage, you sign it, and it is lodged electronically. Your part is supplying the title details, making sure everyone on title signs, and answering any questions from the lender's lawyers quickly. Delays here are usually about missing signatures or a co-owner who did not know the property was being offered, not about the registry.

  • Priority usually follows registration. A first mortgage ranks ahead of later ones. If your home loan lender already holds the first mortgage, the overdraft lender takes a second mortgage, which usually means a smaller limit or a higher price, and varies by lender.
  • Not every overdraft goes on the title. An unsecured facility, or one secured only by a general security agreement over business assets, is recorded nationally on the PPSR, not on the Victorian land title.
  • Whose property matters. If the property is owned by you personally, a family trust or a spouse, every registered owner has to sign, and some lenders will ask each owner to get independent advice first.

We cover how a property-backed facility is sized in secured business overdrafts and property security. If what you need is a loan against commercial premises rather than a revolving limit, our commercial property loans page is the better starting point. We do not quote registration fees here because they change; your lender's solicitor will itemise them in the settlement costs.

What happens to the security when you repay or move the overdraft?

When you repay or move a secured overdraft, the mortgage stays on your title until the bank lodges a discharge, and it comes off only when that discharge is registered. Land Use Victoria describes a discharge of mortgage as a dealing lodged at the registry, usually by the bank after repayment, and once it is registered the mortgage is removed from the title.

The trap is assuming that a zero balance releases the property. It does not. An overdraft can sit at zero for months and still be secured, because the limit is still open. To get the mortgage off, you close the facility, ask the bank in writing to discharge, and wait for a discharge lodged after repayment. If the same mortgage also secures other debts with that bank, such as an equipment loan or a card, the bank can hold it until those are cleared or moved too. In our own files, the slow part of a discharge is rarely the registry; it is the bank's discharge team working through its queue and confirming the payout figure.

What happens to the security when you refinance to a new lender?

When you refinance a secured overdraft to a new lender, the discharge and the new mortgage are usually lodged together at settlement. The new lender pays out the old facility, the old bank discharges, and the new mortgage is registered in the same step, so the title is never left unsecured and you are never left without a limit. Timing typically depends on how quickly the outgoing bank processes its discharge authority, so start that paperwork early.

If you are also moving your transaction account, read opening a business account with an overdraft before you give notice. The new credit limit should be live before the old one closes, otherwise direct debits and payroll can bounce in the gap.

Can Victorian Government support sit alongside a bank overdraft?

Victorian Government support can sit alongside a bank overdraft in some cases, but programs open and close, and each one sets its own eligibility rules, so the only safe approach is to check what is open at the time you apply. Business Victoria lists the grants, concessional loans and support programs that are currently running.

Concessional loans have been offered in the past after disasters such as floods, administered by an appointed lender on the government's behalf. Those programs had set application windows, and we cannot see any of them open as at the date of this insight. Some programs ask about your existing finance, and some are designed to work alongside a bank facility rather than replace it. Read the program guidelines before assuming an overdraft rules you in or out.

Grant money also takes time to arrive. If a grant or concessional loan is approved but not yet paid, an overdraft can cover the gap, but treat the overdraft as the bridge, not the plan. Our guide to a bank reducing your overdraft limit covers what happens if the bank tightens the limit while you are waiting.

Who helps a Victorian business in a dispute with its bank?

A Victorian business in a dispute with its bank starts with the bank's own internal complaints process, can then take a credit complaint to the Australian Financial Complaints Authority (AFCA) within AFCA's rules, and can ask the Victorian Small Business Commission whether it can help. The order matters, because the external bodies generally expect you to have given the bank a chance to fix it first.

  • The bank first. Put the complaint in writing, say what decision you dispute and what outcome you want, and keep a copy. Ask for the bank's final response in writing.
  • AFCA for credit complaints. AFCA is the national external dispute body for complaints about financial firms, including many small business credit complaints. Its rules set which complaints and amounts it can hear, so check them before you lodge.
  • The VSBC for commercial disputes. The Victorian Small Business Commission helps with disputes between a business and another business or a government agency. It offers free preliminary assistance, then mediation for a fee per party, and it does not give advice or make rulings. Its published material does not confirm bank disputes are covered, so ask the VSBC whether your dispute is within its remit.

If the bank has already given notice that it will call the facility in, time is short. Our guide to a bank recalling your overdraft facility covers the steps, including when to run a refinance in parallel with the complaint rather than waiting for the outcome.

Where can Victorian business owners get free financial help?

Victorian business owners can get free financial counselling through the Small Business Debt Helpline, a national phone service run by Financial Counselling Australia with Australian Government funding. At the time of writing it lists 1800 413 828, open on weekdays; check its site for current hours. A financial counsellor can help you sort which debts come first, prepare for a conversation with the bank and work out whether the business can trade through.

Call early. The time to talk to a counsellor is when the overdraft has sat at its limit for a few months, not the week a demand arrives. Farm businesses have an extra option: rural financial counselling services work with primary producers, and our guide to seasonal farm finance covers how lenders size harvest facilities.

When the pressure is a facility that has outgrown the business, or a bank that has moved, the next step is often a refinance. A broker can test the file with other lenders while you work through the complaint or the counselling, so you are not relying on one outcome. Our Business Owners Hub collects the other options.

A business overdraft in Melbourne or anywhere in Victoria is the same national product. The Victorian differences are practical: property security is registered on the Victorian title with Land Use Victoria, the mortgage only comes off with a discharge lodged after repayment and then registered, state programs open and close, and the VSBC, AFCA and the Small Business Debt Helpline each cover a different part of the problem when a facility is under pressure.

Key takeaway: close the facility and request the discharge in writing when you repay, and when the bank moves, complain in order while running a refinance in parallel.

Frequently Asked Questions

Whether the Victorian Small Business Commission can help with a bank dispute depends on the dispute, because the VSBC handles commercial disputes between a business and another business or a government agency, and its published material does not confirm bank disputes are covered. Ask the VSBC whether your dispute is within its remit before relying on it. Credit complaints usually go to the bank's internal process first and then to AFCA, and our guide to a bank recalling your overdraft covers what to do while that runs.

Free financial counselling for small business is available in Victoria through the Small Business Debt Helpline, a national phone service run by Financial Counselling Australia with Australian Government funding. Check its current number and hours on its website before you call. Farm businesses can also use rural financial counselling services, and our seasonal farm finance guide covers how harvest facilities are sized.

Land Use Victoria registers the mortgage on your overdraft only if the overdraft is secured by Victorian land, in which case the lender's mortgage is lodged electronically and recorded on the title. An unsecured overdraft, or one secured only over business assets, does not go on the land title. When the facility is closed, the bank lodges a discharge and the registered mortgage comes off once that discharge is registered.

Whether you can get a Victorian Government loan while you already have a bank overdraft depends on the program, because each concessional loan or grant sets its own eligibility rules and some ask about existing finance. Programs open and close, so check Business Victoria for what is open at the time you apply. If you need working capital while you wait, our business overdraft guide explains how a limit is sized.

A business in Melbourne can get a business overdraft from the same major banks and non-bank lenders that lend across Australia, assessed on the same national credit policy. Approval typically turns on your trading history, your bank statements and whether you offer security, which varies by lender. Our business line of credit page compares the revolving options, and the Queensland overdraft insight shows how the state layer changes over the border.
